From 1 April 2023 Llais replaced the seven Community Health Councils who have represented the interests of people in the NHS in Wales for almost 50 years.

This manifesto sets out twelve evidence-based reforms grouped under four themes: equity and access, prevention and early intervention, person-centred care, and integration of services. These are not abstract policy ideas. They are practical and achievable changes that people told us would make the biggest difference to their experience of health and social care.

Llais exists to champion the voices of people who use health and social care services.
That is why across Wales, in villages, towns, and cities, we have listened to tens of thousands of people. In community halls, high streets, schools, local GPs, care homes, and online, people have shared their experiences, frustrations, and hopes for health and social care.
This manifesto is built on those voices: the people’s priorities, what matters most, what would make the biggest difference to their lives, and what needs to change.
Spotlight on rural health and social care in Wales
Llais has been hearing from lots of people in rural areas across all of Wales who have shared what they see as the strengths but also the struggles of accessing health and social care. With roughly 1 in 3 people in Wales living in areas classified as rural, it is important that these voices are heard and acted on to avoid further health inequities.
Annual Report & Accounts 2024-2025
In this, our second year, Llais has stepped up its role as the independent voice of the people in health and social care by hearing from more than 40,000 people across Wales. From maternity services and emergency care to support for carers and access to dentistry, people have shared their experiences with honesty, urgency, and hope. Behind every voice is a story, and behind every story is a lesson to learn or a call to act.
And we have acted. This report provides a clear picture of our work and our impact.
